In my study area the soil texture are sandy clay loam, clay loam and clay, of which lateral permeability value are 8 4 and 1 m/day respectively. And overall range of lateral permeability is 1-230 m/day (low for clay and high for sand), values are based on Morgan and Duzant 2008. This parameter is sensitive to model result. what max and min range i can take for calibrating this parameter, since the values are small and range is large.

How do you know that the permeability is 8 4 and 1?
What is your model and how do you calibrate it?
The range will depend on sand grain size, size distribution, grain shape, compaction etc. as a consequence so the overall range is large. In order to you will need to constrain this range ( reduce to your study area) using any available information such as measured values..
An interesting challenge. I work with steep forest soils, so the lateral conductivity is generally 10 to 30 times the vertical conductivity. I have other colleagues working on much lower slopes on clay loam and silty clay loam soils who have measured vertical conductivities greater than lateral conductivities because of cracks in the soil. Is your site in agriculture, forest or rangeland. Is it steep or flat. The suggestions I have will be dependent on these conditions.
You don't say whether you have data with significant areal extent. If you do have such data, an approach would be to use geostatistics to find the correlation length(s) applicable to your problem. This approach is used all the time in the field of hydrology (not my specialty, but I'm reasonably familiar with it). Check the hydrology literature and/or consult with your hydrology colleagues if you haven't already done so.
