I have read some papers and I know that T1, T2 y T3 are time constants and K is a gain. Also, it depends of some coefficients inertia coefficient (m1,m2,n), resistance coefficient (Cl,Ck,Cm and Cf) and rudder force coefficient, but I can't find how ca I get those values
Good question! There is possibly a connection with turbulence, with the law of the wall and the universal von-Karman constant which I have derived based on a general new picture of turbulence, see attachment. The theory works for ideal fluids, but we recently found a way how to also approach real fluids, even for shear-thickening cases (special case of non-Newtonian friction). If you may send me the Nomoto paper then I could try to think how things could be combined. One aspect in my theory: it gives Karman as 1/sqrt(2*Pi) = 0.398 ~ 0.4 = more or less the intl. standard value. I am no expert in ship hydrodynamics, but why not learn more?

Thanks for the answer, it helped me a lot. Another question The Nomoto's model has a few limitation because it is a linear model and one of this limitation is the rudder angle. What is the maximun rudder angle that accepted the model?
