. Indeed, the topic of decentralized decision-making process in a permissioned system is essential. The ability for several participants to make independent decisions is contingent upon specific conditions. Central to this issue is the balance of power within the business community and how the governance model is equipped to handle it.

Having studied several cases, I realized that ownership of the IP (platform software) plays a decisive role in balancing power among participants. Shared IP ownership leads to balanced shared governance.
