Variations in development of any region are dictates of the available resources and the levels of their development, thus presenting regions as developed, developing, and under-developed regions. The main goal of regional planning as a field of study is to promote regional development.
If the utmost goal is 'regional development', then when do we say a region is developed. Are we equating urbanization with development?
@ Samuel we may not necessarily be equating urbanization with development; but a planned-urbanization may generate or promote development if such is associated desired GROWTH.
Transportation is a medium of connectivity. If a region needs to develop, it must have two types of connectivity- a) connectivity among the sub regions and b) connectivity of the region to other regions.
A regional transportation planning always looks for a better connectivity of the region to enhance good supply, migration of working class people, export and import goods and to make the location vibrant so that people can come and work. Definitely it will help to develop that region both in economic and social ways.

Development with uneven access to transportation and access can be viewed as a kind of spatial inequality, hence spatial equity can be a guiding criterion when planning and materializing transportation infrastructure.

transportation not always plays a positive role in alleviating regional inequality, sometimes it could make the inequality worse, depending on different phases of the economic development of a certain region. So, the first thing we should do is to define the specific stage of the region, etc. a city, a station, country.
