I also use the dwPLI measure. My values range between -1 to 1 but are generally very low (-0.3 to 0.3). Similarly low values can be seen in Orekhova et al. (2014) JND, 6, 40 and in the original Vinck paper describing the measure and comparing it to other synchrony measures.
