What about availability? Generally, there are SLAs in resource allocation to be met. The ratio of the times that the SLAs are met to the times they are failed to be met.

Furthermore, performance in resource shortage can be the other factor. When there are not enough resources how the resource allocation decide to prioritize the requests.

quality brings in the trust, and documentation and methods - the assurance of being able to maintain the allocation of resources.
