What are the possible reasons for anomalous behaviour of transmittance with doing concentration?

Transmittance of 1.0, 1.5, 2.0 and 2.5 mol% Cr doped samples are lower than pure CdO film but the decrease of transmittance with doping concentration is anomalous, whereas, for 0.5 mol% sample, transmittance become higher than CdO film. What is the reason for such anomalous behavior?
