I am doing research on Occupational health and safety in Construction Industries. I have to conduct interview with project manager/health and safety officer of some of the construction companies of New Zealand to their find the best practices on OHS. So I am looking for some of the effective question that can be asked.

The authors uses a questionnaire based in indicators and norms of construction area.

It could be useful to formulate some questions guided by the provisions of ILO (such as Convention 161 and 170) and WHO, since these intergovernmental bodies are considered to be international parents of occupational safety and health (OSH). In addition, some requirements contained in some OHS systems such as OSHAS 18001 may be useful too.

RMIT in Melbourne have a Construction Safety Centre. There is a bunch of publications that cover safety culture and reviews that should give you a great start based on a Regulatory Regime and culture not too dissimilar to the changes in New Zealand under the new WHS Act.

Since you are determining real world best practice try asking them:
What incident in your past changed your process for future projects and what were they? (they should e able to recall a past bad experience and mention how they changed future administration)
How do you present project/safety information to all sub-contractors on a daily basis? (they should be able to explain how pre-shift meetings are held with all sub-contractor foremen explaining the day's activities, and their responsibility to relay this information to their employees)
You may be able to determine my thought process; ask them for experience or need, gather their rationalle nd determine their effectiveness. If you ask more than one group, you may find some similarites ain best practices and be able to group them into the maturity of their safety program.
