What are the passivation steps required to grow polymers on copper?

First, I tried the copper surface with 1% Citric acid, but I could not grow the polymer. Second, I passively activated the CV method with oxalic acid in the range of -0.5-1 V, it still didn't work. Do you have any other suggestions? Thanks
