it is very interesting and researchable question, there are many criteria to assess the effect of public health intervention. The major one is applying health informatics concepts in the public health concerned areas, even it is a part of public health that is , How we can apply telemedicine, EMR, M-health, and other remote sensing and disease mapping(GIS) with Different parameters efficiency, effectiveness, value, availability of resources, and infrastructure for E-health to improve the health system promotions.
Some of the parameters to evaluate the effect of public health interventions based on eHealth could be Quality of Services, Technology, outcomes ( results), user satisfaction etc. You can also consider the availability factors in literature for the study. All the best
