The impact factor is not the sole criterion even in the World of Science databases. There are other criteria by which a good journal is measured, such as regularity and timely appearance for many years, a quality publisher, a clear statement of aims and scope, a good interaction with researchers, and more.

Citation recorded ,editorial board ,inducing body and impact factor

Scimago will be a good source.

Good Indexing body like scopus, Doaj, Clarivate analytics . Thus cite score and citation index

A high quality journal must have a high impact factor and must be indexed in one of the high end indexing bodies such as scopus, ISI, ISIE etc
