As far as I know ASTER is currently the best global DEM with a 1 arc second resolution. https://lpdaac.usgs.gov/products/astgtmv003/

This would be better than hydro1K which is 30 arc second resolution.

It may be what you need.

Data from tilezen, deposited in Amazon web Services, has a resolution of 2-90 meters depending on the location, see here for the documentation https://github.com/tilezen/joerd/blob/master/docs/data-sources.md

Several APIs can access it, if using R there's the elevatr package to download it at multiple resolutions https://cran.r-project.org/web/packages/elevatr/index.html

You do have to tile it to make it global but it is of excellent quality.
