What are the main problems the researcher has to work with medicinal plants in your country?

In Brazil we have a new policy (which in my opinion, prejudices the study with medicinal plants) which requires the researcher to notify the Ministry of the Environment when studying native plant species. I I recognize that the Sisgen (a kind of tracking system) has an important role in this monitoring, but the form of imposition was wrong. So in your country what are the main obstacles to working with medicinal plants?
