The aim of this question is to access/know data on initiatives for governmental regulations of Circular Economy worldwide. I am also interested in local initiatives for CE regulation, whether they exist. Assuming CE as feasible even with no stressing debate on its social aspects and on how do people will be "framed" in this context, I am looking for real governmental contributions towards CE as a public policy, project, action, way of economic transition.

The problem is that governments approach this issue declaratively. Officials who do this, however, only know the regulations, and have never dealt with it in practice. There are many tenders, especially from various EU funds, but they often do not achieve their purpose. There are always quite a few such tenders in Slovenia, but the content is decided by lawyers and economists, and this is the root cause of all the problems. They know the form and not the content.
The circular economy is only a theoretical concept in many countries. In India government takes several new initiatives to the circular economy or no waste economy such as green banking, green energy, strict implementation of pollution control measures etc.
But in the true sense, a true structure of circular economy does not exist anywhere in the country.

Recovering research on circular economy from 1995, 1997, 2004, and 2006, I have realised the concept was rooted in industrial symbiosis (mainly in China) as an attempt to promote cleaner production, zero wastes and so on. The "economic" idea (in macroeconomics perspective rather than in ecoefficiency) is not clear since the inception, it is too narrowed towards industry. Regulation is a clear gap.
It depends on how developed a country is, and if the government is really concerned in the implementation of green strategies. In Romania at this moment circular economy is only in theory, practical we are one of the last country in Europe when talking about sustainability, waste recycling and clean production.

the issue of circular economy s very important for the point of view of environmental sustainability, poverty eradication etc. since ima from Pakistan and developing countries like Pakistan has special issues as environment is not that priority area in the public policy framework. governments are more interested in political and other economic issues and when pandemic like the COIVD-19 intervenes the whole set of priorities changes . despite all these governments must focus on the CE aspect of production function , supply and demand of commodities etc. so far as CE regulations are concerned the issue is has not reached even to the agenda setting stage of public policy making. coming towards whether t should be or not there is no second thought it must be whether developing or developed. but developed world will have to shore the burden as they are more advanced and can financially support such projects
Circular economy as opposed to linear economy gives wider opportunities to ordinary people away from the heavy control of the government, state machinery and financing institutions. Organised people led social enterprises can counter top down economic models. The government can protect but not constrict creativity in people.
