Access to high quality data, access to data modeling software, lack of good collaborators, also access to and understanding of prior research in the field, as well as in other scientific areas (it is good to read research across a wide spectrum of topics so you can sometimes extend ideas and work in other areas to your topic of research). Some researchers do not have a good background in fundamentals and do not have access to journals and other resources. The internet has changed that to a great extent, with google scholar, researchgate, etc. as well as open source software such as python, octave, R and so on.

There are several groups of challenges that can be nested. If a researcher does not have proper knowledge and abilities to pick up the correct problem and to solve it, he will write a bad paper (although it may be published in bad journal).
Let us talk now about the problems of talented researchers who have passed the first point. As Dilip says, there may be a problem in finance. Not all researchers are rich enough to do what they think is important but is not financed.
If they are talented and have finance, the problems mentioned by Vikas can be not real obstacles in most of the cases. Google search allows to access most of the literature, while software can be bought. Bad collaborators is probably a problem in the past individual decisions. We have a freedom to select those collaborators that we need. If we are not good enough or have little money for project, then it may be a problem.
I agree that funds are very important. However, some researchers continue to do science even without funds. I remember that in early 1990s after economic reforms Russian scientists often got salary as small as $10 per month (!) and even with delay. But some of them continued to go to work, because they could not imagine their life without it.
