Sustainable Cogeneration Plant in Peru: A Model of Circular Economy and Social Development

This pre-project for a cogeneration plant in a strategic region of Peru aims to meet the growing energy demand driven by the development of major infrastructure. The project proposes a hybrid system that will valorize biomass and urban solid waste (USW) to produce electricity sustainably.

In addition to generating energy, the initiative focuses on a multifaceted valorization approach, producing high-quality

biochar and organic compost from the organic fraction of the waste. A distinctive feature is its deep commitment to social inclusion, actively seeking to hire

persons with disabilities (PwD) across the entire value chain. To this end, the project has a strategic alliance with the non-profit organization Yanapacc and plans to contact CONADIS.

The initiative is in the initial phase of seeking investment, with a required capital estimated between

$25.8M and $45.0M USD for its implementation and operation. Projected annual revenues are estimated to be between

$5.0M and $8.0M USD.

Researchers are invited to provide insights, experiences, and case studies on the following:

  • Technology & Infrastructure: What are the most effective pre-treatment and sorting methods for mixed urban solid waste to optimize its use for energy conversion and composting? What are the main operational hurdles for a hybrid cogeneration system that uses thermal storage in a tropical climate?
  • Socioeconomic Factors: What are the best practices for structuring a truly inclusive hiring program for people with disabilities in the context of industrial operations and waste collection logistics? What are the key social and regulatory challenges for securing long-term waste management agreements with municipalities and other entities?
  • Financial Viability: How can the financial viability of such a project be de-risked beyond a simple reliance on energy sales, particularly by monetizing co-products and social benefits (like carbon credits)? Are there specific financial models or incentive programs in other developing nations that have successfully supported this type of integrated project?
