If the amount of energy released is much higher than required for a new surface generation while crack propagation then additional energy will be utilised for imparting velocity to the crack front. Again the speed limit for the crack propagation is Rayleigh wave speed.

It also depends on how the specimen is loaded. If the material is loaded at constant force then available energy will be higher and in most of the scenario crack will attain velocity.

In the case of constant displacement loading, this will not be the case. in this case, released energy will attenuate which will result in slow crack propagation. again it depends on how much displacement we are giving.
