I have a technical question in mind:
how to optimize a certain catalyst for a certain reaction? What are the general points to consider when one is to optimize a catalyst?
Is there any literature, such as papers or books on catalyst design and optimization?

It's a very broad question. Optimizing parameter of a catalyst totally depend on the process in which catalyst is used. However, turnover frequency is one of the important parameter for any catalytic process.
Do you mean to optimize the catalyst properties or to optimize the experimental design to study the catalytic activity of a certain catalyst?
In heterogeneous catalysis typically multiple factors are varied to optimize a catalyst for a said reaction. Weight loading of active metals and promoters, adding or substituting different active metals and promoters, various supports (varying in oxidation state, surface area, pore size, etc.) can all be varied. It depends on what you are trying to optimize (yield, TOF, conversion, selectivity, resistance to coking/stability, etc.). The specific reactions you are working with will dictate a lot. For example the active sites of the catalyst could either be isolated monomeric sites (single atom) or they could be on oligomeric or clustered sites (or on specific facets requiring more than 1 atom) which would then dictate how you need to design your catalyst and synthesis parameters for your catalyst.
There is a lot of literature on catalyst design and optimization available. I would recommend focusing in on your reactions of interest or similar reactions to see what has been done and what knowledge gaps exist. As for good references the "Handbook of Heterogeneous Catalysis" by Prof. Dr. G. Ertl, Prof. Dr. H. Knözinger and Prof. Dr. J. Weitkamp is a great resource if you are working with heterogeneous catalysts. There are many other great resources as well.
There has been a surge in publications focusing on machine learning and other statistical techniques (such as design of experiments (DOE)) to try and elucidate what factors are important for catalysts for certain reactions. It can be hard to narrow down what factors specifically are important to vary and optimize without first knowing your application and reaction.
