Other factors to consider would be prior knowledge of students who will engage in online learning, having students to complete a short orientation on the learning management system that you will use for online courses, accessibility as far as internet connections in the areas your university serves, and availability of computers to students as well. Will your university have an information technology department that will assist students with technology issues, reset passwords, etc?

It is fundamental to consider instructors’ pedagogical beliefs. According to my experience, I found that a considerable proportion of instructors do not believe in the importance of e-learning.
Aside from the above-mentioned, I would probably consider the factor relating to the curriculum design as there are some courses that could render e-learning useless when compared to other courses. You may also consider adding localized factors that directly govern your sample.
