From my little understanding, they are both relative and different. The reason is based on the dictionary meaning of each word: tools, techniques, methodologies, and practices:

Practice is defined as the actual application or use of an idea, belief, or method, as opposed to theories relating to it.

Tools are defined as device used to carry out a particular function

Techniques: are skilful or efficient way of doing something

Methodologies: are system of methods used in a particular area of study or activity.

From these definitions, there is an interdependence between these concepts. So one could argue the interchangeability. Hope this helps.
