In general he most important difference is that Industrial Engineering is an engineering oriented filed in which the focus is on improving the operations/systems organization and the design of operations processes. On the other hand Engineering Management field have more focus on the functioning and the management of overall businesses.

In many universities, this specialization is called 'Industrial and management engineering'... they cannot be separated, sometimes they just call it 'Industrial engineering' for short, but it also includes the management part.

Actually industrial engineering and industrial management are sides of same of coin. Whatever you engineer in industrial engineering needs strong mangerial aspect for implementation of findings.

Briefly, when you invent its engineering when you define application its management.

However, although they cover the same field, the engineerine side focuses on engineering actions such as layout of processes, optimizing the man machine coordination, processes cycle improvement etc.. While industrial management focuses on the mangement aspects of an organization using tools from industrial engineering , economic thinking and psychological behavior such as preparation of budget, improving the organization structure and infrastructure, optimizing decision making process, scheduling activities using preferance criteria and so on...

Industrial engineering is more technical and industrial management is more oriented toward organization, management, and the "business" side. I know many people in both roles and they both generally have industrial, electrical, or mechanical engineering B.S. degrees but may have different M.S. degrees (the management people almost always have some kind of M.S. or M.B.A. degree)/ I am completely on the technical side but my father is an engineering manager and his degrees are B.S. Electrical Engineering and M.S. Business Management.
