In the United States, the criteria are generally set by the governing board of the institution. So details of the criteria may be different at different universities.
But generally, they include teaching, research/scholarly work, and service to the school, community and profession.

In Pakistan especially in Khawaja Fareed University of Engineering and Information Technology Rahim Yar Khan, Punjab Pakistan, the criteria for promotion from lecturer to professor is decided by the university syndicate and Board of Advanced Studies and Research, keeping in view the publications, length of service, work and conduct of the teachers.
