First of all it is important to have a relevant question to answer. A good methodology to approach the subject of the study should be included. Also, a solid theory to explain the phenomenon is required. Finally, the
availability of data to address the subject is paramount to accomplish the original objectives.

Science requires justification by means of an explanatory theory. Without an explanatory theory, the empirical paper stops halfway of the full empirical-deductive circle: it stops as soon as it can tell data from noise, but what those data mean in terms of a larger model in which those data make sense remains entirely unclear. Hence your data will be mute and subject to multiple interpretations, instead of sound and pointing in a clear direction.
