What are the common, and not so common methods, models, or approaches to developing political capital that targets one demographic?

Specifically thinking about women of color and their lack of political capital in the US, I want to research the methods and existing models for building, developing, and creating political capital for this demographic.

I suggest starting with community based participatory research that identifies the targeted group s own definition of what constitutes political capital. My colleague and I did just that in Haiti.
