As we defined OVAREP, the e-learning platform is a computing device that groups several tools and ensures the educational conduits. Across dedicated platforms to the ODL (Open and distance learning), all conduits are preserved and expanded for the learner, tutor, administrator, etc. within the e-learning platform.
Thereby, the tools offered by these platforms enable tutors and learners to communicate individually or collectively and discuss themes and shared documents.
The learner is invited to consult on the course, to realize the homework, to follow its development, and to receive self-generated feedback or feedback given by the tutor. In this environment, the learner exchanges his knowledge, his remarks and contributions (production or document) with other learners to self-evaluate and transmit his work to a teacher, whether it is individually or collectively.

I think the most widely used evaluation sheet is the Quality Matters which you can find here:

It just looks like the OVAREP but it is more elaborated. Institutions may require a certain score for the course to be accepted but generally a score of 85% or higher is required.

We have already developed an approach to evaluating learning management systems, based on OVAREP and other study. In the aim of which is to measure the degree of adequacy between the technological possibilities which offers and the pedagogical presuppositions of the training.
