I faced similar issue with my elderly family members. Major causes include;

I think, water can be contaminated by heavy metals toxicity as lead and arsenic or less likely others as thallium and Cd. These toxin can cause anemia and peripheral neuropathy(motor or sensory) and even atherosclerosis of lower limbs, insulin resistance and alots of problems that change in patterns according to multiple exposures and chronicity.
