in my opinion php storm is the easiest way. Eventhough my friends use notepad++ hope this helps.
I don't know about "cloud application development", but I use Meteor.com and am happy with it so far. Also I use Visual Studio Code as the editor, and I also like the Atom editor. I use Notebook++ for Golang development, and the other editors for Javascript and React developopment.
If you want to start off with web development you better start learning markup languages like HTML5 and then CSS3 for styling and the main Language is Javascript to make it more dynamic and functional. You can also use MVC Frameworks for front-end like Angular, Vue.JS, or even ReactJS to name a few. For the back-end usually I use PHP, Python with Django and Javascript.. PHP also have popular MVC frameworks like CodeIgniter and Laravel. Javascript can now run on the server side because of NodeJS
The general idea is that you get used to a software and you stick with it.
I know by experience that PhpStorm and WebStorm are really powerful softwares, but they're not free.
When you need to user free software, for which I strongly suggest Sublime Text 3.
Another suggestion: always take in account to spend time to customize your programs, set a nice font, set a nice font size and different plug-ins.
I had a really bad experience with Dreamweaver, but I heard it changed a lot. Still, I prefer Sublime Text above all for its really powerful customization and performance.
