In order to improve English writing skills from my personal experience whereby I'm still continuing to improve, think there is no short-cut, just need to
read more,
write more,
committed to find out the meaning of new vocab,
learn how to use those vocab in proper sentences by referring to Internet,
get other peers to review,
most importantly, submit your completed research article to journals - let reviewers critically critique your article including the English commands (you will learn a lot from them even though sometimes their negative remarks are discouraging - don't give up & learn from the mistakes so that you don't repeat them again).
Study several published articles in any journal you wish to publish in. You will find themes and approaches that are common to to this particular journal. Then prepare your article with these common themes and approaches in mind.
In addition to what's already been said, if you're looking for more logistical advice, I'd say that the order in which you write things doesn't have to match the order in which it will be in the text: you don't have to write the beginning, middle, and end in that sequence. I ususally begin by writing the straightforward stuff like the methods because it's the section that I find easiest to write: it's basically just a description of what was already done or in the process of being completed. This also helps remind me of why certain things were done a certain way, which goes into the intro, so as I'm writing, I usually put notes for myself regarding things that I want to insert in given sections. The results section is also pretty straightforward too, and it helps with the discussion.
