My basic question is, to select a manuscript for blind peer review; which criterion should be met by the journal editor to undergo the manuscript for blind peer review? Specific criteria & verification are badly needed for learning & knowledge sharing purposes.
The journal editor decides based on: Scope and novelity. Meaning that is the paper within the scope of the journal topics? and does it add something new in the field. Soemtimes, they scan it with plagiarism checker to confirm the novelity point.

Thank you so much. So country prospective is not that much important? As you know the research on developing or underdeveloped countries prospective & developed countries prospective are not same. So that is not so much important than novelty ?
