Last week I submitted a manuscript into a journal. The editorial office returned it and asked for removal of the name of one of the authors who was not from my country and institution. The editorial office said that since the said author has not contributed substantially to the manuscript and therefore it is against the ethics of publications.

I agree that people who have not contributed to either the research project, or the writing, should NOT be listed as an author.

How did the editorial board make sure that the 'removed' author has not contributed substantially to the MS? Is it only due to the affiliation matter as they indicated or something else?

Of course, if someone has no contribution to a paper, his/her name cannot be added to the list of authors. He/she can however be acknowledged for his/her help in a footnote or at the end of the paper if he/she helped in some way (editing, advice, translation, proofreading...).
But I wonder, how the editor "knew" that the author had no contribution? I have never heard of such a thing before. As an editor, I have never encounter this kind of issue. It is not my role to decide who contributed what in the writing of a paper.
