For our institute's publication strategy, we aim to identify core conferences and journals that deal with open science, science 2.0, open access, altmetrics and so on.
Since these topics touch upon quite a few disciplines and research areas, it is not that easy to gain a good overview. This is why I think it is an ideal question for expert crowd here.

I have recently attended the Research Data Access and Preservation Summit (RDAP) organized by ASIS&T (http://www.asis.org/rdap) in April, 2013. All these topics were covered. Not quite sure when and where the next edition is going to be held. The conference slides are available in Slideshare.

Depending on this year's programme after the closing of the CfP (ending 24th May) the OKCon Open Knowledge Conference 2013 might be of interest. Another conference of interest might be next year's ESOF2014 (Euroscience Open Forum) - in this case I hope that open science will enter the conference programme in at least a few of its manifold dimensions.

I would like to recommend you the Nordic Workshops on Bibliometrics and Research Policy. They are every year in some Nordic country - last year in Helsinki, Finland http://blogs.helsinki.fi/nbw-2012/ , and next time in Stockholm, Sweden.

The International Open Access Week website is a very good source of information about open access right across all the disciplines. http://www.openaccessweek.org/ In addition to this, because it is such a broad topic many specialized conferences have an impact on OA such as e.g. PASIG and the EU Open Data Forum Conferences. Regarding the question about what are the “good” open science journals we (academics, researchers) face a short term dilemma. It is a bit like asking how the original automobiles fared with regard to safety features, fuel efficiency, etc. It will take time to sort out good open journal practices, and good open journals. Currently, the new open science journals exist under a number of models, some designed to maximize dialogue and knowledge translation, and some to maximize the profits of traditional (or new predatory) publishers. At the same time, traditional reward systems in academia and research (promotions, grants) tend to fall back on “established” publication venues to judge merit. With time good open journal practices and good open journals will dominate discourse and knowledge translation. This process would be helped if academic and funding proposal review committees paid more attention to the merit of the actual content of publications, and stopped just looking at where it was published. This evidence-based approach should not be foreign to science! (-:
