To my knowledge, in India, surface water prevention had been done extensively by many emperors during chera, chozha, pandia pallava period. You should appreciate a king by name " Karikal Chozha" whose was work was appreciated by British rulers. Once deep borewell concept was introduced surface water prevention is completely forgotten. Actually UNO needs to consider this as a global problem and the entire humanity need to concentrate on this topic. Water Management in India in the pre-independance period might help you a lot.
