The question is not quite correct in general. First of all initial conditions have to be defined for plasma to calculate or measuring the parameters. I agree with Dr. Abdrabo that electron temperature can be obtained by Boltzmann plot and electron density by the Stark broadening in the LIBS experiment. Many paper and reviews about this can be obtained easily.
There are many methods Langmuir probes, Optical Emission Spectroscopy, Ion acoustic diagnosis for plasma density measurement. For electron temperature measurement usually, Langmuir probes are the best.
