why not we can

WQI is a mechanism for presenting a cumulatively derived numerical expression

defining a certain level of water quality. so if the refrence level will be related to the max permissible waste concentration we can use an adabted index for that.

Yes, we can follow the same approach for determining WQI and WWQI. In case of waste- water, there is a need to specify threshold concentration level of different parameters.
