Viscosity variation in plastisol is strictly related to the overall formula. Clearly, resin and plasticizer have the largest effect but other lower concentration materials, like stabilizer can have an impact based upon the solvent in a liquid system. Small amounts of mineral spirits can have a large effect in reducing viscosity. Other issues that modify viscosity are aging, air inclusion, type of mixing, temperature etc.
Assuming that you use identical formula and identical mixing conditions viscosity should be highly reproducible.
