Does value 1 is eligible for practice management (P indices) of (Universal Soil Loss Equation) USLE with no data (neither data of experiment nor secondary data)?

I have read this article : https://hess.copernicus.org/articles/22/6059/2018/hess-22-6059-2018.pdf. it is clearly says that no field data will be assigned 1 for the P (practice management). this article also shows many other research doing the same method (can be seen in the appendix 1). could anyone please explaine why value 1 is chosen?because 1 is the biggest value of P indices. Hence the erosion will be greater by assigning value of 1.
