If you use proc genmod for a Poisson Regression for predicting (say) cancer counts from poverty rate, and then we use as the offset the natural log of the population, what exactly is obtained as the resulting prediction? Is it the cancer counts adjusted for the poverty rates, or is there a step missing to get the predicted counts?
