I want to use the model builder in Qgis, model the NDBI with a threshold value in order to produce a binary image . positive values = 1 and negative values = 0 my question is about which tool I can use in the model builder to create the binary image ??

The links below provide descriptions for reclassifying a raster image with QGIS. Also, you can use the raster calculator to get the same result.
Using these four raster calculator operations you can create your desired binary raster:
1. Use raster calculator to create an output raster where everything greater than 0 is equal to 1
2. With the same process create another output raster where everything less than 0 is 0.
3. Now multiply these two output layers together. The result will be zeros where the value is negative, and positive values where the value is positive.
4. Finally do one more raster calculation where all values greater than zero are changed to one.
