This sounds like yet another political move by the US Administration to provide "red meat" to that misled and misinformed xenophobic portion of the population which is so fearful of any group they are told to fear. That said, there is still this quote, from an unnamed source, in the New York Times article cited: "...immigration authorities had also determined that Mr. Dehghani was the administrator of a YouTube channel, Islamic Pulse, that had published a call for reprisals against the United States...." If true, it would be reasonable to detain this person. Public safety is not to be taken lightly. However, since the Administration has such a horrible record on telling the truth, and Mr. Dehghani seems to have been given so little consideration, who can believe the accusation without proof?
Sometimes the courts can help if given the chance. Here it appears they were sidestepped as Mr. Dehghani was apparently on the plane to return to Iran before the court order to delay that removal was received. (It seems they had seven minutes.) And in the future, with the courts being currently packed with zealous and hardly qualified new young lifetime appointees who may be similarly xenophobic, there is the concern that instead of reining in any rogue administration, the courts might become the problem.
At a time when a reasonable administration should be certain to show scrupulously fair behavior, I'd say that this administration has failed.
Note that Mr. Dehghani is not the only case to consider.
It would certainly be far better to foster better relations, while still engaging in reasonable precautions. I believe there are many people in the US, likely the majority, and many in Iran, who would be much happier with friendlier relations. People are the same mix everywhere. Only circumstances get in the way.

Respectfully, the New York Times is not the best source for information, especially on this topic. They have demonstrated habit of misleading with an extreme political bias in their reporting.
Also, your implications of xenophobia is very misleading (and flat out wrong for the most part) and inappropriate.
As for your reference to the "many in Iran" being much happier with friendlier relations...That's obviously true. Unfortunately, That group is being suppressed by the Iranian leadership.
It really all comes down to on question: Does a country have a right to determine who can and who cannot enter the country?
Taking as neutral as possible part, I believe the science progress requires a free collaboration of scientists, scholars, and researchers, which is unfortunately violated by the biased acts (only one of them is mentioned above).
As an Iranian student, I see similar manners are growing...: If you email a scholar abroad stating your affiliation, almost no one answers fearing to be accused; If you submit a paper to an international paper, your paper is prone to be desk rejected for the same reasons; starting joint projects is also much harder than before... (based on my own experience)
