It depends on what is stipulated in the faculty manual of the institution.In our case, the distribution is also categorized in terms of the faculty rank - higher faculty ranks require more time for research since they are required to do it. Lower faculty ranks have more time for teaching.

Research is part of a teacher's activity prior to teaching. In preparing IMs' for instance, research is vital so this IMs' will be adequately fitted to the topic and to the needs of the students. If research in the question refers to writing a research project and presenting it, then it can still be done during teacher's free time. At present, with just a click of the mouse, the readings needed (research literature and studies) can be quickly accessed. In addition, even data gathering can be done using G-forms. Therefore, whether it is a simple research inquiry needed for a topic or one leading to a research project, doing it now does not need much of the teacher's time. It's just proper scheduling and prioritizing.
