The best for what? If you mean best in terms of easiness to prepare with the highest quality, then mechanical exfoliation is your best friend.
If you want large-area fabrication with more technology potential regarding applications and scalability, then you would like to give CVD a shot.
Yap, you also could try for chemical methods for the functionalization of graphene.
As Mr. Raul said, it depends on your research goal because various methods has various advantages and/or disadvantages.
