The best answer I can give you is to recommend that you read my book "Human Rights, What Are They Really?" because it presents a complete theory of what fundamental rights every person has. It also explains how a government properly comes into being and what the relationship is between a supporting person, i.e., citizen, and the government.
Redistributive justice and an international monetary net wealth tax might be a beginning.

I think you are recommending that those with a lot of money be identified and then robbed.
I never thought of taxation and a redistribution of wealth as robbery.
When I say "robbery" here is the definition I am going by: robbery is the act of taking something from somebody, under the threat of force, while not giving back something of equal value. By that definition the government commits robbery when what it takes from a person exceeds the value of what it provides to him/her. Also, when money is taken from a person for the purpose of redistributing wealth it is obviously an act of robbery..
