In an experimental design there is manipulation of the independent variable (IV) under control of the experimenter and appropriate randomization to ensure that the effect of the IV on the dependent variable (DV) can be interpreted as being caused by the IV only. This could be random allocation to groups or random allocations to orders of conditions in a repeated measures design. If these requirements are not met or are relaxed but it follows the structure of an experiment then its a quasi-experiment in my view.
