With due respect Michael A. Cretacci , that I believe even small discoveries in the academe is also huge when connected to other small findings, I mean, of all the research products in the academia every year, why not, merge all of those who were related or likely support a possible policy that is needed. I mean, I am not requiring a single research working out for a major policy role, I mean, why not start with Memorandum Circular/ understanding/ agreement then amendments and executive orders, in which such findings will prove that certain decisions are needed, contemporarily, in supporting to future policy concepts or likely existing policy upgrades. Example: if there are research on drug war policies or a policy that is supported by both quantitative or qualitative research that it found out that a government needs to implement an all out drug war policy; then when implemented: drug war exist either in between law enforcement gestures, or a drug war violence in between drug syndicates; but still, as you said, panning out on real world, that it really cause human rights violation, and it is typically happening, and only those who commit the crime knows what were they been doing then, while the government is very strict in implementing a drug war, in which, such policy is too political like been just for the cause as a choice by an authoritarian principle not by the rule of majority; it is like doing extrajudicial to do such executive orders because they were voted to become leaders by more or less 16 million voters. But that political will does not guarantee that when they are elected they will immediately gesture a total drug war against drug syndicates, because they have not shown any academic theories or even academic research findings. That is why, I am very curious why in this world that violence is always the solution to social injustice; is there a research first before doing such political actions or why are these elected persons are so very entitled that what they do is based on the number of people who voted them? So, I am also clearly saying that before any legislations, minor memorandums, orders, and policies, I hope they would have basis as usual, or likely, why not, collect and integrate all research products annually from all universities, and formulate possible mandates with regards to its demands in the public paradigm. That is why, I am anticipating this idea because I want research to be benefited not by just in the knowledge for answering doubts, but also, research must be a tool to support possible policies. One example for that is Climate Change policies in microclimate configuration, when it is microclimate it is too local and domestic that it just happen on certain small site areas in a county or district or borough, I mean, doing climate change policies in specific places along with specific research findings, so that, as to be sure, that such research supports such mandate or local ordinances. You know politicians are so very entitled as if they know everything in this planet because they were voted by more or less 16 million voters, that sometimes they act like childhood heroes, and they opt to seek legal advices or expert advices from experts on such field; politicians are so very afraid being outshone by experts as they believe it would threaten their political popularity; but honestly, they act like childhood heroes in a sequel movie, likely, they are like action comic heroes saving planet earth away from evil. But totally, their actions are too wrong. That is why, lapses are observed, and among of these are typically related to human rights violations, and that kind of political decision is not too academically driven, it is by far too authoritative. Sometimes, politicians of this kind must prove that drug war actions is a must, as basis, that drug abuse is too rampant and it is already threatening the national security interest of the state. They need to provide enough research findings for that, that ironically, universities hold a massive load of research products annually for nothing just for the sake of knowledge enhancements only as required for graduation.

In my opinion the research has as objective provide progress, benefits and provides answers. But the research is conditioned by the governmental planning because it is the main public institution that finance the research. The Universities and other Agency allows the free research, but the choice of the research is conditioned by the public and private funding.
