Is the large number of references increases in paper sedate or not, where there are papers have more than 30 reference. I am the opinion that it does not add to the gravity of scientific research, although the maximum and reasonable references are 15 or less?

Really, seems that 15 references are sufficient to an entire set of papers of distinct nature or areas. Therefore, I agree with both Drs. Abdulsada and Al-Mamoori. However, if paper have 10-15 pages, a bit more references would be possible.

More references do not qualify for quality. It may be construed as a continued research.Many explorative researches may have lesser number of references or sometimes even none in case of invention.
When I was a PhD student, many of my professors stressed that we students "did not have an opinion", so any and all claims that were made had to be backed up by the literature. In my present business as an academic career, and as a consultant to PhD students, I have seen mentor comments in which students were asked to cite more references, as one reference was not always enough to justify a statement or claim. I think that it is a good idea for teachers to demand copious citations because it forces the student to learn to be more thoughtful and rigorous in their research efforts. However, as the student moves from scholar to practitioner, perhaps the emphasis on using many citations to support claims might not be so important? I don't have the answer for this.
What I have found in my own academic efforts is that articles with many citations were gold mines of information that helped me to dig deeper into my topic, and these vastly expanded my knowledge and understanding of the subject at hand; therefore, when I write, I have at the back of my mind not only the seasoned professional who might be reading my work, but also the student who mines data .
Perhaps the subject of quantity of citations or references might be an area that needs to be more clearly defined to guide budding scholars and practitioners?
It depends on the popularity of the field: some papers cannot be quoted by many authors because they are too specialized, others are more 'broadband' ones.
The value of an article is this: Can the article start a new discussion about a known issue? If yes, then it has succeeded.
The number of references which a paper should contain wholly depends on subject matter. A paper should have one at a minimum. No research begins at zero, not even Newton's or Einstein's. On the other hand, what should be the upper limit? If a paper has an infinite number, probably the subject matter has been overly researched. If the most highly respected references are not cited, peer review will call for the missing citations. If the author does not take issue with respected works cited, then his own study will lack originality. In a word, quality of citations matters more than quantity.
If one considers the meaning of the word "reference" may think of those paper that are really referred in the authors' paper. I prefer to call it bibliograph rather reference. Only few papers may be listed as reference.
As indicated in many responses, the number of references depends on the natures of the paper. For example, the review or survey papers have many references. On the other hand, the numbers and the types should reflect the main thesis or topic of the paper; otherwise the large number may not mean any thing. Once again, it depends on the nature of the paper.
To me, even an answer on the question requers a lot of analytical work. Every research is based on the universal experience. The more the better.

Citation of references in a scientific paper in terms of quantity, is necessary but not sufficient for the quality. It depends how deep is the paper and how it branches to subgroups of the main subject. Suppose, if the paper is a review type, certainly there should be more references covering large time span.
If one is dealing in the humanities with a time period where most sources are archival, then this will cause the number of sources to go up to 30 quite easily without duplication of information.
