It depends of what kind of steel you mean. And in what environment it will be used.

If you are looking for corrosion resistance in Reinforcement Steel then you may use, these options - 1) Stainless Steel rebars (where nickel and chrome is added or use CRS grade, 2) Alternately use Fusion bonded Epoxy coated bars or 3) for affordable option is CPCC (cement polymer composite coated) bars and lastly 4) Use corrosion protection treatment like cathodic protection.
If you are looking for Structural Steel / Machine components, then surface coating (paint) is a most affordable that alloy (adding nickel or chrome), but new surface hardening treatments are also available when convert the material state of surface (austenite to martensite, but requires carbon blending and often brittle)

You can improve the corrosion resistance for low carbon steel by coating the surface layer by chromium or nickel (Electro chemical coating).

As other answers add Chromium to it to make stainless steel. Add s zinc coating to Galvanise the steel, or undercoat and paint it. Look at the methods used in the modern automotive industry, painting the steel in multiple layers of undercoat, paint and lacquer.
Steel automotive bodies spend decades outside and in most cases are rust free due to the galvanised bodies and advancements in painting.

surface finishing plays a pivotal role in determining both aesthetics and intrinsic corrosion resistance of artefacts as well as finished steel products. Generally speaking, the higher the steel surface polishing – namely the lower its surface roughness – the greater its corrosion resistance.
There are many finishing techniques for stainless steel depending on the technological cycle steel has undergone. European Regulations – EN 10088 part 2 and 3 – and US Regulations – ASTM A-380 and ASTM A-967– provide a comprehensive list of standard surface finishings for stainless steel, although the same type of finish may take different names.
Surface finishings seem to be particularly significant for austenitic steels (e.g. AISI 304, AISI 316L, etc.) whose resulting finish is deemed even more important than their chemical composition.
