Regarding up-conversion labs it will be difficult for me to suggest places in Korea, Japan, or Chaina as I don't have personal experience about those labs. I can suggest you few excellent labs in INDIA.

1. NCUFP chennai: Its under supervision of prof. Ramamurthy. The lab is nicely maintained and students of that lab is very humble and generous. it's a national facility. So if you contact through proper channel they can do the work for you. I personally worked there. its awesome.

2. IIT Bombay: In dr. Anindya Datta's lab. I have working experience there also. Nice place for work. Sir himself and his students are very generous. You can ask the availability and possibility of your job to be done.

3. IACS Kolkata: Prof Kankan Bhattachyarya is the sole authority to contact with. This is also a national facility, but I don't have any personal experience for this.

4. S. N. Bose Kolkata: Under supervision of S.K. Paul. No personal information is available from my side. U can definitely check.

these few femto second set ups I know in well working condition. Please check according to your choice.
