It probably is not much work to run this program as a way of satisfying them, but if the copying is obvious (same title, same abstract, etc.) this should not be necessary.

If you haven't already done so, communicate this information to the chair of the relevant department and their supervisor (dean or etc.), and if you do not get a satisfactory answer, then send copies of the two papers to every member of the department. Sadly, there is often no alternative other an "shaming."

As for working with Emerald, they are a reputable publisher and undoubtedly subscribe to COPE (Committee on Publication Ethics), so you determine how to file a complaint there, and notify the journal editor that you are doing so.

Logic calls for evidence to support the claim that your manuscript has been “stolen.” In other words, you need proof—not a plagiarism report—to back up your case before the publisher or the COPE. To that end, you could start pondering how your work got into the hands of the culprit; you could look for a documented exchange that might prove your allegation. Otherwise, unfortunately, without evidence, you could be in hot water, not the perpetrator—due to the counter-argument of a baseless accusation. The following could be of interest.

I agree with the comments that you need evidence and proof otherwise it will be an endless ordeal of claim and counter-claim and it will never be proven properly that it really was your work to start with. I very much like the detective-work that has been suggested - that you should start thinking how this was even possible in the first place. How much was actually the same?

I faced a similar case like this but the other researcher was a professor who copied many parts of my article. I contacted the conference where the paper was published and they solve the case.

In your case, however, you need to prove that your work was stolen by requesting the university to request the data from the student and by providing them with the Turnitin report online

The main question that you should investigate is that how the article reached the student although it is not published yet?
