Calculation of these parameters is cumbersome without having any experimental data. Therefore, you may use the existing data stemmed from experimental works. However, you can also check the following document tutorial for retrofitting with FRP. You may find the desired "default" values for mentioned parameters here. Please refer to pages 26-29.
You should also be aware of the failure mode of FRP. the values you are seeking would be important when your failure mode is governed by FRP debonding. If you expect FRP rupture, you can consider the interface as perfect bond (i.e. fixed contact surface).
