More than one at the journal office handle the manuscript, so since you see something happening means that some action has been decided - and that is good news. :-)
This can be done when the action that taken for this status is not enough for the editor to take the final decision, therefore, the editor assign the same task to another person.
For example, the paper's status remains "Under review" while the date is changed; this is due to the reviewers' comments are not enough for the editor to take the final decision (one accept and one reject if they are two) and the editor need to assign it to another reviewer. At this step, the status remains while the date is changed.
Another Example, when the journal has more than one editor (special issue), the paper status remains "with editor" while the date is changed.
